APEC-UN Joint Capacity Building Symposium on Paperless Trading

under the auspices of
APEC Electronic Commerce Steering Group (ECSG) and
UN Centre for Trade Facilitation & Electronic Business (UN/CEFACT)

Background
Asia Pacific Economic Cooperation (APEC), through the Electronic Commerce Steering Group (ECSG), promotes the development and use of electronic commerce by creating legal, regulatory and policy environments in the APEC region that are predictable, transparent and consistent. One of major agenda of ECSG is paperless trading and ECSG extensively embarks on relevant facilitation activities.

United Nations (UN), through its Centre for Trade Facilitation and Electronic Business (UN/CEFACT), supports activities dedicated to improving the ability of business, trade and administrative organizations, from developed, developing and transitional economies, to exchange products and relevant services effectively. Its principal focus is on facilitating national and international transactions, through the simplification and harmonization of processes, procedures and information flows, and so contributing to the growth of global commerce.

In recognition of mutual work relevance, APEC ECSG and UN/CEFACT have maintained an official liaison relationship since 2006 by APEC ECSG granting an official guest status to UN/CEFACT. In 2007, with the initiation of APEC member economies to launch a concrete collaborative work on paperless trading, a joint capacity building symposium was proposed and approved in APEC and UN/CEFACT respectively


Symposium Objective

The symposium, by combining the respective strengths of APEC ECSG and UN/CEFACT, intends to identify paperless trading instruments enabling phased development among APEC member economies. APEC is characterized by its diverse development level among members; some are quite advanced in the implementation of paperless trading, while others are least ready to adopt paperless trading. Finding paperless trading instruments that allow phased development can facilitate realization of paperless trading among APEC member economies.

In the process of identifying suitable instruments, the existing paperless trading instruments will be extensively reviewed so that the participants can build capacity on global paperless trading instruments. Though this joint activity's primary target is the APEC region, the result can have global applicability since APEC membership is inherently inter-regional encompassing America, Asia and Oceania.


Who Should Attend?
The Symposium is open to the representatives of governmental bodies, the business community, service providers, trade communities, international organizations, academic circle and non-governmental organizations concerned with the implementation of paperless trading. Because it is a joint symposium of APEC and UN, the stakeholders of paperless trading from member economies of APEC as well as the member states of the United Nations are all invited. In accordance with policy of APEC and UN, the Symposium is free of charge.
